Opening Ceremonies - At 0909 Master of Ceremonies CWO Bill Giessman (Ret.) welcomed delegates and guests to the 38th National Convention of the United States Coast Guard Chief Petty Officers Association, the 28th National Convention of the Chief Petty Officers Association Auxiliary and the 6th National Convention of the Coast Guard Enlisted Association in the Marriott East Hotel, Indianapolis, Indiana.
Colors - Colors were presented by the Marine Corps Honor Guard from USMC Recruiting Station Indianapolis, IN. Ms Brenda Synder sang the National Anthem. National-President YNC Jon Shipp (Ret.) gave the invocation.
Preambles - The following preambles were read:
· National CPOA President YNC Jon Shipp (Ret) read the CPOA Preamble.
· National CPOAA President Lauri Kollar read the CPOAA Preamble.
· National CGEA President YN1 Doris Jackson read the CGEA Pramble.
Memorial Service - National President YNC Jon Shipp (Ret.) conducted the Memorial Service for those who have "Crossed the Bar" during the past year.
Introductions - CWO Bill Giessman (Ret.) introduced special and honored guests, the head tables of the CPOA, CPOAA and CGEA, Past National Presidents, Gold Lifetime Members, and members of our Association who have been members 25 years or more.
Award Presentations - The National President, with the assistance of the National Vice President, presented awards to Chapters and individual members.
City of Indianapolis Welcome - Mr. Tim Foley Indianapolis Deputy Chief of Police welcomed the CPOA Convention attendees.
MCPO-CG - The National President YNC Jon Shipp (Ret.) introduced MCPO-CG "Skip" Bowen to speak.
The National President presented the Master Chief of the Coast Guard with an Honorary CPOA Vice President Certificate and gift.

Keynote Speaker - The National President YNC Jon Shipp (Ret.) introduced ADM Thad Allen, Commandant USCG. The Commandant followed with a question and answer period.
The National President presented the Commandant with an Honorary CPOA President Certificate, gift and made him an Honorary Silver Lifetime Member.
Convention Dedications - The National President dedicated this Convention to ETC Paul Goeke (3rd Gold Lifetime Member), AMC John Chassereau (10th Gold Lifetime Member), QMC Richard Longo (18th Gold Lifetime Member), and ENC Lewis Hulse (who is over 100 years old and lives in Dover, New Hampshire).
The National President gave closing comments, announcements, and convened the 38th Annual National Convention of the CPOA.

CG Mutual Assistance - Captain Tom Omni (Ret) and CWO Barry Boisvere (Ret) gave a presentation on CG Mutual Assistance.

Roll Call of Delegates - In attendance were Baltimore Area Branch (BAB) Primary and Alternate, and a Member at Large (MAL).
Introductions were made among the National Officers, branch attendees and MAL.

MOTION by NVP to review and revise the Procedures Manual. NS seconded the motion {CARRIED}
MOTION to AMEND by BAB Primary for NS to be relieved of recording duties in order to participate in review of Procedures Manual, {CARRIED}
Floor opened for review and revision of Procedures Manual beginning with Chapter 2 and future of MAL membership.

Comments The National Officers, CPOAA representatives, CGEA representatives, Gold Lifetime Members, and Delegates offered comments on the convention.
CCCAF Donations Galveston Chapter Primary QMC Bill Segelken (Ret) recognized the work of CCCAF Chairman BMC Vic Tufts (Ret) and challenged all to throw donations for CCCAF onto the floor. Gold Country Chapter Primary PSC Patty Butler (Ret) stated that she would match the total amount of donations thrown onto the floor.
MOTION by Mobile, seconded by Green Bay, to adjourn. {CARRIED}
